URGENT ALERT in Solidarity with Garifunas in Vallecito, Honduras! Paramilitary groups armed to the teeth threaten Garifuna communities and could perpetuate a massacre.

In the region of Vallecito (Limon in the province of Colon) 6 Garifuna farming cooperatives have launched a land recuperation this week. See the statement below from OFRANEH with urgent actions to be taken right away.

There is also an ongoing support petition for Garifuna land rights on line. To sign the petition electronically click on this link: http://www.gopetition.com/petitions/defend-the-sovereignty-of-honduras-and-the-culture-and.html

From Triunfo de la Cruz to Vallecito and beyond, the Garifuna communities face threats and violence as the developers for mega-tourism projects in Tela Bay and Trujillo and the agri-business oligarchs like Miguel Facusse try to drive them off of their ancestral lands. La Voz de los de Abajo has visited these communities in permanent resistance (see blog entries from our delegations  and supports the self-determination of the Garifuna people.  This is the link to a previous Honduras Resists post on Vallecito  http://www.blogger.com/blogger.g?blogID=8955810357788117702#editor/target=post;postID=8294882332289463531 Articulo en español sigue despues del ingles

URGENT ALERT in Solidarity with Garifunas in Vallecito, Honduras!

Paramilitary groups armed to the teeth threaten Garifuna communities and could perpetuate a massacre.

CALL FOR URGENT ACTION!

Six Garifuna cooperatives that have recovered lands, such that they possess titles of full dominion in the community of ICOTEA, Vallecito, Colon department, (Honduras) lands that have been invaded by latinos in collusion with Miguel Facusse,(the largest landholder in Honduras) with the complicity of Cesar Ham, minister of the National Agrarian Institute (INA), are experiencing at this moment the threat of paramilitaries mobilized on motorcycles and 4 x 4 vehicles with heavy weapons of war who could massacre the peaceful Garifuna inhabitants who are resisting the displacement from their ancestral territories of which they have legal ownership title.
We urge the national and international community and in particular organizations that defend human rights to send messages to the Honduran government, to stop what could be a new blood bath.  We ask the national and international media to collaborate in disseminating this urgent news.
We hold the current regime of landlords and military led by Porfirio Lobo Sosa for whatever happens to the Garifuna people organized with OFRANEH.

The Garifuna People Reoccupy Lands That Have Been Usurped in Vallecito (Limon)

The Garifuna people have suffered heavy territorial pressure. These pressures are caused by corporations, politicians, and the military who make up the real political power of Honduras and who have been seizing power for decades.
Through 6 Associative Collectives the Garifunas have accomplished the titling of 1600 manzanas (4.3 square miles) of land in Vallecito, Limon, Colon, since the year 1997. Since then the invaders have begun to try to take over that territory. Miguel Facusse planted 100 hectares (0.4 square miles) of African palm in the Ruguma Collective, one of the six associative collectives. By the end of 1999, the Supreme Court issued an opinion in favor of the Garifuna, invalidating the claims of the “palm of death.” Facusse in 1993 took over Punta Farallones, adjacent to and belonging to the community of Limon.
Beginning in 2005, people associated with organized crime have imposed a reign of terror in the corridor of Limon - Punta Piedras, forcing the Garifuna that are located in Vallecito to minimize their presence and activities on the land belonging to the collectives. Subsequently, foreigners appeared who were allotted 900 hectares (3.5 square miles) of the 1600 (6.2 square miles) INA (National Agrarian Institute) recognized as belonging to the Garifuna people.
In July 2010, the OFRANEH signed a written agreement with INA officials to achieve the remediation of the associative collectives. However the invaders refused entry to members of INA and the Public Ministry.
The proposed installation of the Model City in the strip between the Bay of Trujillo and the Sico River, has sparked a resurgence of territorial pressure on the Garifuna communities; The Lobo administration has not consulted the Garifuna people about its pretensions to deliver our territory to investors and foreign companies in order to create an independent state.
Vallecito is for our people a territiorial reserve to build food security, hence the importance of recuperating the land of the associative collectives, where we have dreamed of also building the future Garifuna University.

Today hundreds of Garifuna from different communities called together by Iseri Lidawamari and OFRANEH are creating a presence in Vallecito, Limon, to reoccupy the territory that belonged to us historically, and is legally titled by the INA to the Garifuna people through the 6 Associative Collectives: Ruguma, Saway, Saway Sufritiñu, Walumugu, Satuye, Sinduru Free.
We urge solidarity, both nationally and internationally!
We do not seek violence; we do not want repression
We struggle for life, food sovereignty, cultural identity and national sovereignty.
Baruada, Satuye, Bandiemu, Walumugu, Lombardo Lacayo are present in this struggle.

José Isabel "Chavelo" Morales Sentenced to Twenty Years

Chavelo Morales, political prisoner and campesino activist, member of the Guadalupe Carney community in the Aguan Valley was sentenced to 20 years in prison on July 24 without he or his lawyers being notified that the sentencing was scheduled. Chavelo has been in  prison since 2008, he was convicted despite a lack of any evidence against him, of homicide related to a confrontation that occurred after private armed guards attacked the Guadalupe Carney community in August, 2008. He was held for nearly 3 years without sentencing which also kept him in legal limbo since no appeal of the conviction could be filed until sentencing. More than 30 campesinos from the community have open arrest warrants related to the 2008 events based on no evidence other than their residence in the community. One of the campesinos, Genaro Reyes, was arrested last month by police in Tocoa and is awaiting court procedures under house arrest. The harshness of Chavelo's sentence and the continued pressure on community members reflects the fact that Chavelo and the community of Guadalupe Carney are   symbols of the organized campesinos in Aguan. The big landowners and agro-oligarchs have used all their influence to keep Chavelo imprisoned to limit his access to legal remedies and to intimidate community members.

MUCA COMMUNICADO - We Dennounce the Wave of Persecution and Assassination Against the Campesinos of Aguan!

Below is the English translation of a communique from MUCA on July 7th and of a short news article both of which were posted on the Honduras Tierra Libre website - the original Spanish follows the English.

The Unified Campesino Movement of Aguan (MUCA) declares to the Honduran people and to the national and international community the following:

1. We condemn the assassination of Jacobo Erazo Lopez, member of  MUCA-Right Bank (MUCA-MD) and a partner in the campesino cooperative La Tranvio in the settlement of La Confianza, assassinated in the community of Quebrada de Arena at 5am.

2. We are in a state of permanent alert given the savagery on the part of the guards working for the big landowner Miguel Facusse, and the constant threats to the community that is next to the Paso Aguan Plantation ;  on the 2 of July the campesino Gregorio Chavez, 69 years old, was kidnapped by security guards and on Friday, July 6th he was found, murdered, on the Paso Aguan plantation that is in the possession of Mr. Facusse.

3. We are putting on alert  the national and international Human Rights organizations ffor any repression that may be committed against the cooperatives of San Isidro, La Despertar, and La Trinidad which were turned over to the campesinos on June 29 through a judicial decision in the Tribunals of Justice, however, there is no doubt that the big landowners are using influence trafficking on their behalf because 24 hours after the decision they introduced a written motion in the tribunals demanding that the decision be annulled and of course looking to evict the campesinos from the plantations that have been shown to belong to the campesino cooperatives mentioned above.

 4. We dennounce the fact that the neighboring settlements such as La Confianza, La Aurora, La Concepcion and La Lempira that belong to the MUCA - Right Bank are the victims of constant persecution and harassment by the security guards working for the big landowners although they have shown their willingness to respect the agreements even in the face of the non-compliance by the big landowners.

Issued in the Colonia 20 de Julio in the community of La Confianza, Tocoa, Colon on July 7, 2012
We are not fish living on water; we are not birds living on air, we are campesinos and campesinas who need to live on the land. No More Blood Baths in the Lower Aguan!

The death of two campesinos revives the agrarian polemic in Honduras
EFE - Tegucigalpa
Two campesinos were assassinated in recent days in the province of Colon in the Caribbean coast of Honduras despite an agreement signed last June oriented towards ending the land conflict between the small farmers and big landowners. Spokesman for the Unified Campesino Movement of Aguan (MUCA) Vitelino Alvarez told reporters that Jacobo Erazo, 30 years old, whose whereabouts was unknown since last Monday, "was found dead in the area of Quebrada de Arena in the Lower Aguan", he added that the death of Erazo "creates again unease to the zone (of Lower Aguan)", where in the last fours years an agrarian conflict between campesinos and big landowners has cost the lives of more than 50 people, the majority small farmers. Last Friday the cadaver of a campesino, Gregorio Chavez, 69 years old, was found on a plantation in the Lower Aguan stated Alvarez without giving more details. Last June 5th, the president of Honduras Porfirio Lobo signed the 4th agreement with campesinos aimed at the 17 million dollar purchase of 2,429 hectares of land, some under cultivation already, from agribusiness landowners in this region that are dedicated to the production of African palm.
In October of 2011, Lobo sent military and police to the Lower Aguan due to armed conflict between campesinos and private security guards but the violence did not stop.
Human rights organizations that have dennounced the violent deaths of campesinos at the international level believe that the problem in the Lower Aguan will not be resolved with the presence of police and military but by the authorization of lands for the campesinos.
COMUNICADO

Urge the U.S. to Stop Funding Honduran Police and Military!
After the June 28, 2009 coup in Honduras that overthrew democratically elected President Manuel Zelaya a strong and courageous citizens’ movement united to struggle for democracy and justice in Honduras.

This movement continued after the illegitimate 2010 election of de facto President Pepe Lobo and the movement continues to this day. We in the United States bear a special responsibility to take action given the shameful support of our government for the illegal coup and the economic, diplomatic and political support for the violent coup regime in Honduras as well as increased U.S. militarization of the region. While trade unions, students, campesinos, teachers continue to struggle for economic and social justice, human rights violations and violence against the people are increasing.

Honduras Solidarity Network: Actions in 9 cities in the US June 28, 2009 - June 28, 2012.

Three years of Resistance to the Coup in Honduras.
More than 30 organizations in the United States belonging to the Honduran Solidarity Network (HSN) are organizing national actions the week of June 28th in commemoration of the June 28, 2009 Honduran coup - its martyrs, and the ongoing peoples’ movements in resistance. The HSN is demanding that the U.S. end its military-security intervention (financial and direct “boots on the ground”) in support of the Honduran government.
It has been three years since the June 28, 2009 coup that illegally overthrew democratically elected President Manuel Zelaya and more than two years since sham elections installed Porfirio “Pepe” Lobo in office. The political and human rights violence has increased during that time. However the people’s resistance and commitment to refounding Honduran democracy continues with protests, strikes, land occupations and the creation of a new political party, LIBRE.
The military coup and its continuation unleashed and deepened the impunity, corruption and violence that has contributed to Honduras being designated the most violent country in the world by the United Nations.  Since the coup there have been hundreds of murders thought to be politically motivated. This includes 70 members of the GBLT community; at least 50 campesinos; many well known trade unionists; teachers; indigenous activists; and LIBRE members. In addition more than 20 journalists have been assassinated.   Just this year at least 14 people from these groups have been murdered. The Honduran government has not carried out serious investigations of the crimes.  Despite all this and in spite of 3 Congressional letters calling for an end to US military/security aid to Honduras because of the human rights emergency; in May, the U.S. authorized an additional 50 million dollars of security aid for 2012.
After the 2009 coup the U.S. government quickly accommodated to the coup government  and, besides providing diplomatic support, is deeply involved in training, advising and  equipping Honduran military and police. Furthermore the US role has escalated. On May 11, 2012 U.S. DEA agents were part of a violent helicopter assault against a dugout canoe carrying 11 indigenous community members down a river in the Mosquitia area that left 4 people dead (including two pregnant women)  and others very seriously injured. The U.S. provided the helicopter and  U.S. agents were with Honduran and Guatemalan military on the operation.   Community members who witnessed the attack also state that there were English speaking soldiers with the Honduran military who terrorized the community for hours after the attack.  This made it impossible for wounded community members to get out of the water and get timely medical assistance.
Berta Oliva, head of the most important human rights organization in Honduras, the Committee of the Families of the Disappeared Detainees (COFADEH) stated in a press conference after visiting the site of the murders in the Mosquitia that the DEA, the U.S. Military with its major military base in Palmarola, the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives (AFT) have a presence in Honduras, furthermore there are joint operations of U.S., Honduran, Colombian and Guatemalan security forces in the country.
“These activities are done in the name of combatting narcotics traffic in order to justify intervention in the county; and with this (intervention) it is logical that we will never have a future that approaches having a State strengthened by respect for the citizens’ civil and political rights.”, stated Oliva.

There will be actions organized by members of the HSN in Boston, New York City, Washington DC, Kansas City, Chicago, Phoenix, Tucson, San Francisco and Los Angeles. Click here for information on the actions.
