Report of repression in Tegucigalpa from Via Campesina

We ask for a denunciation of repression
Wendy Cruz / Via Campesina, Honduras

During this Thurday July 30th around 10:00 a.m., we did a highway takeover peacefully in the northern exit at the El Durazno police post, the politce and the soldiers from the army, when we began to gather to start the takeover, surrounded us saying that they had orders to not allow any more highway takeovers even if peaceful and they start throwing teargas bombs and shooting and pursuing us as if we were delincuents, with arms and they were beating everybody they found in their path, hitting us in a sinister way without worrying that we are people who just want to live in a country where the will of the people is respected and not the will of the rich, who have only exploited and impoverished our people.

The police pursued and pursued the protesters, travelling more than 6 kilometers, where the protesters gathered in a market where suddenly they shot at the head of Roger Abrahan Vallejo Soriano, a 38-year-old teacher who is in the Escuela Hospital between death and life, but the doctors told us that there is no hope because it seems that the bullet has undonce the brain matter.

We have more than 80 detained in the police post la Cuarta in Tegucigalpa, among them Juan Barahona, a leader of the National Popular Resistance Front and the rest are men and women protesters from the resistance. There are innumerable wounded in the different hospitals of the capital without knowing the exact number.

Likewise we have been informed that the repression was national in Comayagua, San Pedro Sula and Colón among other places. In Comayagua we have reliable information that we have more than 100 detained, among them two under-age people, one two year old and the other 7 years old and that there are 4 wounded and many friends had to hide in the brush and are fleeing so that the national police don't grab them.

Friends, the situation of repression and insecurity of the lives of those of us in the resistance is in immenent danger, because the coup-makers have declared that they won't allow any more highway takeovers, they want the people to accept by force the de facto government.

The resistance front against the coup d'etat has met; it has decided that tommorow the resistance continues despite our lives being in danger.

We ask the peoples of the world to do actions of denunciation and solidarity since we can't allow ever again COUP D'ETATS AGAINST OUR PEOPLES.

WE CONTINUE AFOOT... IN THE STRUGGLE TO DEFEAT THE FASCIST GOVERNMENT OF ROBERTO MICHELETTI BAIN.

Reporte de represión en Tegucigalpa

Pedimos denunciar la represión en Honduras
Wendy Cruz / VC-Hunduras

Analysis of Argentinian poet and analyst Juan Gelman

USA/Honduras después
By Juan Gelman

The first coup d'état in Latin America since the ascension of Obama has presented the White House with a complex problem: it cannot publicly support the coup, but neither does it want Zelaya to develop closer ties with Venezuela. Thus, it incurs diverse maneuvers to reconcile the two aims: the first was to defer to the OAS the responsibility of negotiating between the deposed Zelaya and usurper Micheletti. The response, the unanimous condemnation of the coup and the expulsion of Honduras from the organization, upset the State Department, which already lowered its thumb to the possible re-election of its secretary general, Chilean Insulza. The second step consisted in passing the task to Oscar Arias, who is extremely friendly with the U.S., beginning with its government, any U.S. government.

The proposal from Arias, supervised by the State Department, includes the restitution of Zelaya, but with conditions—set by the coup plotters—that castrate his mandate: no plebiscite on constitutional reform, even if it is nonbinding, the integration of [Zelaya] opponents in key cabinet posts, and goodbye “communist” Chavez. In other words, reinstate the deposed president as a puppet ruler until the elections next January. A communiqué issued by the military on Sunday expressed support for the Arias plan, but their commander in chief, General Romeo Vasquez Velasquez, told the BBC the next day that he would not permit the reinstatement of Zelaya.

Washington suspended economic and military aid to the Government of Honduras—approximately 20 million dollars—and last Tuesday revoked the entry visas of four prominent coup participants, but the double play continues. Hillary Clinton declared "irresponsible" the short stay of Zelaya in Honduras, and two of her subordinates are actively involved in the legitimization of the civil-military coup. One is Lanny Davis, a specialist in public relations, who presented the incident as a "valiant effort" to "preserve" the Constitution and the “rule of law.” Davis was the most belligerent voice of Hillary against Obama during the campaign for the Democratic presidential nomination. He had previously advised and defended Bill during the Monica Lewinsky scandal. Then he entered in the service of the Honduran Council of Private Enterprise (COHEP), an institution of the [Honduran] oligarchy that promoted the coup and illustrated support [in statements] such as: "The oligarchy of Honduras will always have these Indian Catrachos on their knees.” Or as the one who signs Junior said: “Well, yes, trashy communists, the oligarchy of our country will never allow those lazy Indians to come out of that hole, so go cry to the tamarind” (foro.univisión.com, 30609).

Lanny Davis is not without precedents in the area [support for dictatorships]: in 1999 when he worked with the law firm of Patton Boggs, he lobbied to convince the world that the President of Kazakhstan, Nursultan Nazarbayev—one of the most corrupt despots on the planet—was a “democratic reformer” (www.democracynow.org, 15709). A second friend of Hillary participated in the anti-democratic trap designed in San Jose: "Last week Micheletti convened in Costa Rica a consultant from another firm, associated with Clinton. The consultant, Bennet Ratcleff of San Diego, refused to give details about his role in the negotiations. 'Every proposal presented by the Micheletti group was written or approved by the Americans,' said another official close to the talks, referring to Mr. Ratcliff" (New York Times, 12709).

The pro-coup faction has the support of a group of neoconservative Democratic legislators that the law firm Covington & Burling would be encouraging as if there was a need. This major legal firm based in Washington, with more than 500 lawyers in its offices, has attained lucrative lobbying contracts with Chiquita Brands, the former United Fruit Company, which specializes in overthrowing Central American governments. And it turns out that Zelaya upset Chiquita: he increased the minimum wage for workers in Honduras by 60 percent and the fruit company demanded that the sale price of their products be raised (www.counterpunch.org, 6709). The coup d'état was not bad for [Chiquita].

The Coordinator of Latin America for the Banana Workers' Union (COLSIBA) has denounced the hellish working conditions that prevail in the domains of Chiquita: workdays of over 12 hours, women and children as young as 14 are exposed, like the men, to the effects of DBCP, a banned pesticide that causes sterility, cancer, lung congestion and congenital deformities in children. This is the Honduras that the coup government and Chiquita want to conserve. Also Hillary Clinton, why not: Micheletti recently praised for her for her "wise policies.”

“In Honduras, a mule cost more than a member of the Parliament,” said the derogatory director of United Fruit, Sam "The Banana Man" Zemurray, when the company began operations early last century. In the 1920s it controlled nearly a quarter of arable land in Honduras and further was dedicated to overthrowing elected governments, like that of Arbenz in Guatemala in 1954. In the late 90s, Chiquita was inspired by its predecessor and paid $1.7 million to paramilitary groups in order to control the cultivation and distribution of bananas in Columbia: dozens of workers ended up dead in the plantations, the company was sued by relatives of those killed, and purchased impunity for a fine of $25 million imposed by a U.S. judge. Chiquita financed Columbian terrorists, but never showed up on the State Department’s black list. It appears that not all forms of terrorism are the same.

National Black Fraternal Organization of Honduras on 1 month Anniversary of Coup de'etat

Clinton and the third generation coup d'etat in Honduras.

Since June 28th in Honduras there has been a historic leap backwards, reverting the country to the unfortunate epoch of the military boots as an axis of governance and elimination of human rights.

The coup d'etat is rooted in the politics of the neoconservateives of the epoch of the Bush regime, who started an offensive years ago to stop the Latin American social movement and the achievements obtained in the continent.

Despite the supposed political change that happened in the United States, the strategy in the management of its relations with overseas colonies has not been altered; and what has been established as its inclination for "preventative wars," in this case was reduced to a preventative coup d'etat, with the aroma of intervention in the internal affairs of Honduras by the State Department and the Pentagon.

After the initial reactions of repudiation of the coup by Barack Obama and the hesitant declarations of Hillary Clinton, who didn't dare to declare what had happened a coup d'etat, the ambiguity of the government of the United States was up in the air, and the doubts about its participation in the coup d'etat increased.

Honduras has a dramatic history strung through a series of coup d'etats and interventions by the United States. In the heart of the country is the Soto Cano military base, which has over 600 U.S. soldiers and the longest runway of the Central American isthmus. On top of this, Honduras lent itself to being a launch point for the empire with the purpose of attacking Nicaragua during the decade of the 80's, with the Soto Cano base being a legacy of that fratricidal war.

President Manuel Zelaya accepted in good faith the mediation of President Oscar Arias, at the request of Mrs. Clinton, opening an interregnum of negotiations, which turned into a time buying scheme to sanction the coup government and dilute the social movement that has supported a return to constitutional order in a persistent and heroic manner.

However, the so-called negotiations have been riddled with contradictions and interventions on the part of Mrs. Clinton and her agents. In the first round of negotiations in San Jose, Mr. Bennet Ratcliff was consulted step-by-step by the delegation representing the coup (1), while Lanny Davis was contracted by Honduran businessmen to lobby in Washington in favor of the de facto government. It is an enormous coincidence that both Ratcliff and Davis are lawyers close to Hillary Clinton; Davis stands out as a specialist in attacking Barack Obama in the 2008 campaign (2).

The coup has been categorized by the coup government as a constitutional succession, opening the doors for a new coup modality. In the 19th century the emergence of Latin American republics led to caudillismo, which has been depicted to society by our imaginative literature, and lasted up until the despotic figure Augusto Pinochet. By the end of the 20th century a second generation of coups emerged, such as that led by Alberto Fujimori in 1992, when he closed Congress in Peru, a model followed a year later by Elias Serrano in Guatemala.

The case of Honduras may be the start of a new tendency, the 3rd generation coup d'etat or preventative coups, fabricated by the judiciary in conspiracy with the legislature and of course with the permission of the military. This strategy would be determinant to stop the social achievements that are being harvested in the continent and would destroy the economic block that started with ALBA, specifically those countries with great energy potential.

The systematic violation of human tights, accompanied by the state-of-siege that has lasted for nearly a month, and the denegation of the right to movement that is occurring on Honduras’ border with Nicaragua, besides the manhunt for protesters supporting the ousted president, is the direct responsibility of the U.S. government, especially Mrs. Hillary Clinton. She seems to be seeking reprisal for the attitude of Mel Zelaya and the State of Honduras at the last meeting of the OAS in San Pedro Sula, a month before the coup, in which the organization finally corrected its disastrous policy towards Cuba.

The days continue to pass and the Honduran people continue to show their repudiation of the coup government, the oligarchy and hence the imperialist politics of the U.S. government. It is time for the Clinton-Obama administration to assume responsibility for their actions and clarify their position once and for all. Coups do not generate confidence among the people and obliterate any potential relationship of trust with Latin America. The days of hegemony have expired and the empire can now start to receive within it a series of torturers and plunderers that have been imposed on us over the last century.

Miriam Miranda: "People [are] recovering their dignity, they have recuperated the will to struggle for better life conditions"

We are here with Miriam Miranda, national leader of OFRANEH, and of the National Front Against the Coup. Miriam what has been the state of affairs today?

Today is a very important day, not only for the Resistance, but also for the Honduran people. We recall that Wednesday, yesterday, it was clear that there would be no negotiation, no agreement in Costa Rica. In fact, it was clear for both parties. It has been very clear since the moment they left the last meeting in Costa Rica, the coup leaders were very clear that not only would they reject all the points [outlined by Arias], but also the principal point, the restitution of President Manuel Zelaya.

So, in some way, this week we had already begun preparing the Honduran people, the National Front, and organizations for the national strike, for the general strike for today and tomorrow. The other main point is that
there are protests around the country, we are talking about the movement of people, of communities, from the principal cities to the border, the people are walking, the people are mobilizing. We have reports of many buses that have been detained, people that have been detained, but even so, the people are resisting. We are making a very positive assessment of what has occurred today.

There are many people gathered in the capital city to walk towards the border tomorrow, but also at the national level, there are communities, there are cities that have been in permanent resistance. It is important to mention the community Guadalupe Carney where, since the day the coup took place, the community organized a popular takeover of the highway to Trujillo. And the city of Olanchito… not only did the people organize a popular takeover of the municipal office, but they have also been in a permanent assembly. We have information that
the people are beginning to feel less afraid to speak publicly, to speak with the media, even national media outlets…we already know their stance—but the people are calling to give their opinion about the situation. The atmosphere here has really proven that the Honduran people are not in agreement with the coup despite the many strategies [of the coup plotters], but this has been proven not only with the resistance of the people, but also with this dialogue and permanent discussion, which is a topic from the bed, from the house and from the home to the national level. Even though they had planned for the people to forget the coup and to accept it as something normal, this is something that the coup leaders have not been able to achieve.

We are now in our 25th day of resistance. I think that this is something that must be made very clear, that there is a before and after of the coup. In fact we have already won, the Honduran people have won. There is a very big achievement with reference to the people recovering their dignity, they have recuperated the will to struggle
for better life conditions, and for a change and that is a very big achievement. I think that this goes much further than the arrival of President Manuel Zelaya. I think this is very important for the Honduran people. This is history in the making. This is a personal assessment that I am making and that we have been analyzing, and we see it not only for what these 25 days of resistance have meant, and that the people are there in the streets, and it is like a carnival, but also as a means of saying that we are present. The other point concerns the participation of youth. There is very significant youth involvement, and this is a form of education. I think that this is very important because the youth (female and male) are in the streets and they are participating in this historical process.

Here it is definitely the case that no one will tire, and we will continue in resistance and continue constructing our future. I think it is very
important for all to listen to us, the Honduran people at the national and international level, not only the Honduran people but all of us here continuing to construct our history and doing so convinced that this is just and necessary, and that this is the moment to do it. I think that this is one of the most important things for us as participants in the National Resistance Front, for the leaders, for the people and the communities, that we are participants in this process, that the Honduran people are participating, they are opining, they are mobilizing, and refuting the bets of the oligarchy—the historical oligarchy, the establishment—that the Honduran people would stay in their homes watching as they [the de facto government] name new posts---. We joined the Movement of Women in Resistance, the Feminists Women, and we participated with them in the complete rejection of Maria Marta, who was the spokeswoman for the coup on the 29th of June on CNN. We will never forget that day, however, they still named her the Minister of the National Institute for Women. So I think that is what is really happening in Honduras and that is what they do no tell outside of Honduras. And we thank the independent media working in solidarity with us, the Honduran people, to let people know what is really happening here in Honduras.

Phone interview with Agostin Ramos of CNTC

July 21, 2009

The Campesino Movement Speaks

Phone interview with Agostin Ramos, Secretary General of the CNTC (Central Nacional de los Trabajadores del Campo) by Alexy Lanza from La Voz de los de Abajo. The CNTC is a national campesino organization, founded in 1985, with affiliates in 14 of the 18 departments/ provinces in Honduras. It is a member of the Bloque Popular, the Coordinadora Nacional de Resistencia and the National Front Against the Golpe.

Update on the situation in the Trujillo, and threats against the MCA( Movimiento Campesino de Aguan) at Guadalupe Carney. Ramos reported that the army and police have pulled back after their aggression last week created fears of an imminent massacre. The campesinos from Guadalupe Carney have been able to maintain their takeover of the highway to the city of Trujillo which passes in front of the community. The community’s radio, Radio Orquidia, has been able to keep broadcasting despite the threats against the community.

In La Paz, Radio Realidad, the community radio of the CNTC has temporarily stopped broadcasting because of concern for the equipment and the center that houses the radio in the face of the ongoing repression and threats.

In Tegucigalpa, campesino organizations continue to occupy the National Agrarian Institute (INA). The campesinos seized the INA after the de facto government of Micheletti replaced the director of the governmental institute with a pro-golpe de facto director.

The de facto government has frozen the bank accounts of the CNTC and other opposition organizations. Ramos explained that this is a very serious problem for the campesino organizations that have so few resources to begin with and rely on small grants and international donations for some of their budget.

Ramos said that all across the country campesino organizations and communities are maintaining their blockades of the highways in the rural area. In the cities the mobilizations are continuing and the movement is planning for different scenarios after the 72-hour waiting period requested by President Arias after the failure of the negotiations in Costa Rica.

Ramos declared that the campesino movement in Honduras joins with the rest of the movement against the golpe in asking that international supporters pressure the Organization of American States, and the United States government to take tougher action against the golpista government of Micheletti, including a full economic embargo and a breaking of all relations.

Possible Massacre in Guadalupe Carnei - Community in Resistance

URGENT- POSSIBLE MASSACRE

Published by Honduras en Lucha:

To the international community and press. The community of Guadalupe Carnei in Silin, Trujillo, in northern Honduras is at grave risk of a massacre at the hands of the army and the golpista police.

As of the afternoon of July 18, the XV Battallion and the police, have the community surrounded and have begun to tighten the circle, meanwhile police helicopters are flying over the community. In the past there have been attempts to assault and forcefully take over the community .

Gualalupe Carnei is a campesino community that has been a part of the process of agrarian reform since its founding in 2000, and has been subjected to continuous harassment by the military. This has intensified since June 28, the day of the coup d’etat.

In recent days the pro-coup newspaper, The Heraldo, published that there is a guerrilla cell in the community, without a doubt attempting to create conditions to justify a massacre.

The discourse of the coup-makers, begun by the Cardinal, stating that Zelaya must not return to the country in order to “avoid a blood bath” is well known. All of this indicates that they are preparing massive and bloody attacks.

We call on the international community and particularly on the international press to make this information known in order to protect the Community of Guadalupe Carnei from the announced massacre.

We ask that President Arias be asked why he has never mentioned the repression against the Honduran people resisting the coup, why has he never proposed measures to stop the grave violations of Human Rights occurring in this country.

Interview with Teresa Reyes, Garifuna leader from Triunfo de la Cruz

My name is Teresa Reyes and I am from the Garífuna community Triunfo de la Cruz and I am the current preseident of the patronato (council of the patron saint).

Teresa what is your opinión about the current political crisis and the de facto government?
Well, I think that this crisis is affecting all of us, because we didn’t expect that it would unfold into violence and into such a horrible attitude by the people from the de facto government, as much from the military as Mr. Roberto Micheletti himself, who believes he is president of the republic. Nonetheless we believe that the elected president, who is legally constituted, is Manuel Zelaya, who had his rights violated and was taken out of the country by force, which at this point in this century doesn’t happen
anymore in any part of the world.

How have you been affected by the political crisis and how has it affected the Triunfo community?
First of all, we have been morally and psychologically affected. We were terrorized, we had our constitutional rights violated, our right to movement, our right to information, and to media also. Our rights have been violated. We have also been terrorized by the members of the de facto government, because they have used a lot of scare strategies on the population. And we have been directly affected in that aspect.

When you talk about the media, what type of information do people here in the community have access to?
Well we don't have access to any type of information except for the information that the de fact government wants us to know. Since the first day that the coup d'etat happened, June 28th, we started being isolated, all the media was cut off, both the radios we usually listen to, the television channels, and
even the cable was closed. They were also saying over the news that people shouldn't leave their houses because anything could happen to them. Then they opened up some television channels and radio communication that was in favor of the de facto government and just present information that they want people to have. That's what they present. On the other side, from the legitimate government, they haven't presented absolutely anything, not even about the popular resistance happening right now. They don't present the public protests that happen and that are massive and we have also participated in these protests, which we are living through permanently. There is permanent resistance in the country, which isn't being broadcast by the media.

What has been the reaction of the Garifuna community to the coup d'etat?

What they have wanted is for people to stay calm in their houses because anything can happen in the streets, but we have a movement in the community which has come out because we can't continue to sit in our homes with our arms crossed. We have to do something to participate because we have a right to the participation even if it's limited. We have looked for ways to protest because we can't stay silent about a situation as horrible as what we are living through in this country. We are representing the Garifuna people currently even though there's few of us but we are doing it and we are showing the face of our people because we are also against what is happening.

How have you participated in the Resistance Front?

I have had to leave the community by going from bus to bus until I got to Tegucigalpa with some other friends, although the trip is difficult because along the way we have been questioned. A lot of people have had to return. They [police and military] have limited people's access. But we have been able to get through to Tegucigalpa to also participate in the protests and be there permanently, eating or without eating, but we are there. Nobody is supporting us economically. The organization is making an effort to cover the costs of the mobilization and we are also collaborating.

The organization OFRANEH (National Fraternal Black Organization of Honduras)?
OFRANEH, yes. Because it is the only one that is representing the Garifuna people currently. All the other Garifuna organizations have stayed silent.

And what was the level of support for Zelaya in the Garifuna communities before the coup?

Before the coup, there was a situation of confusion, because Zelaya had committed to some things with the Garifuna people that we wanted to do but nonetheless those around him were in practice against the agreements he was taking up with the Garifuna People.

It is not as much for Zelaya that we are showing support as for Honduras, because we know that the current situation can't continue like this. Also, they are closing off the constitutional and international rights of peoples, which is why we consider it necessary to support so that we can return our constitutional rights, that's what this is about.

Specifically, how have the authorities responded to the resistance movement to re-establish democracy?
The authorities have responded violently, they are quartering off everything so that people don’t protest. That's how the authorities are responding because it is they who are promoting the coup d'etat.

And in your opinion what is necessary to achieve a solution to this crisis?

The solution that we see is international intervention, because we have lost our say at the national level. No other national entity can give a resolution because there are two opposed positions: there's the people and there is the economic and political power against the power of the people. So we believe that we won't be able to resolve absolutely anything without international intervention.

Finally, can you explain to me what you hope for from a Constitutional Assembly and why there is so much opposition by national politicians?

We believe that a Constitutional Assembly is for changes that we want to present for the constitution that favor the groups that have been marginalized, such as the peoples we belong to because historically we have been marginalized and we have been ignored by the government. That's why the same people that have been governing for centuries are the same people that now are against us making changes to the constitution. Because they have made all the changes and reforms that they have wanted but they don't want there to be a change again that's in favor of the people, of the most dispossessed classes. Nonetheless we believe that this has to happen some time although right now we don't know how the situation is going to end up, but one day that change will have to happen because the world changes constantly just like there have been changes in other countries.

Honduras has to create a change. We can't live a whole life just favoring one political class in the country. There also has to be a change for those peoples who have been dispossessed for centuries, for years, those who have been historically marginalized, vulnerable and that's what the constitutional assembly is about. We believe it is an opportunity for us that we have to take advantage of because it is giving us an opening to participate because we have never had the opportunity to participate in the decisions, in the making of decisions in the country.

Thank you very much Teresa. Is there something else you want to share before the end of the interview?
No, what we would like is solidarity and support from international organizations or from solidarity organizations that can support us to get information out from here. Because on a national level there is no way to get out real information about what is happening in this country. That's why we have to go to international organizations in solidarity so that they can get the information that we want the world to know out, the truth, because the media are the same people who are in power, the coup-makers are the same owners of the media, so what they want the world to hear is what gets out. And we also want the world to know about our protests and what we are suffering through with this crisis

Rafael Alegria: "Solidarity is no longer only a declaration or a document, but something physical, concrete and very important."

Interview with Campesino leader Rafael Alegría by Dick Emanuelsson, 07/16

How is the situation? How's the mood? How is the motivation of the people? They say some 5,000 people have taken over this point that is located practically in the fields outside of Tegucigalpa, very far from the center of the capital and where there are kilometers of lines of cars and trucks.

RAFAEL ALEGRÍA (RA): All of the commercial gas traffic is held up. People get off and take another route. Our objective isn't to block the transit of people because this is a peaceful protest. That's how the police understood it and we agreed it would be peaceful and that they wouldn't displace us. The thing is that it's not just in Tegucigalpa, this mobilization is at a national level and now they have told us that in San Pedro Sula, at the the bridge to Puerto Cortés they have extended the takeover for 72 hours in that strategic bridge where merchandise goes from Honduras to the world. On the other side we know that in Boston the port workers didn't unload guayaba fruit coming from Honduras and that will continue. They have called us and told us from Holland that they are ready to refuse to unload Honduran merchandise in other words that there could be an international blockade of great proportions.

DE: The Central American unions have also declared a 48 hour blockade in the borders.

RA: They already told us that the mobilization between Nicaragua and Honduras have grown a lot, they are doing the same between El Salvador and Honduras and Guatemala and Honduras, that is very important because the solidarity is no longer just a declaration or a document, but something concrete, physical and very important.

DE: What type of confidence do you have about results in the encounter in Costa Rica on Saturday (between Zelaya and Micheletti)?

RA: Out resistance is peaceful. But within that resistance is precisely the idea of blocking
commerce, gas and all of that to force the coup government to leave power and give it to Manuel Zelaya Rosales so that the institutional order of the country returns. That's how it is, we are doing it with great success. Already yesterday Mr. Micheletti announced that he could renounce power but with the condition that Zelaya not return. Well, next it could be that, that Zelaya come back and that we return again to normality and to discuss and debate among Hondurans. We are all Hondurans, the problem is that the country does not just belong to a few people but belongs to everyone and amongst us all we discuss a strategy of development to make a normal institutional order, achieve the return of President Zelaya and afterwards we'll talk about the historical path of our homeland.

DE: El Heraldo [the Honduran newspaper] is talking of a supposed plan "Operation Caracas." The same is said by the police spokesman Héctor Mejia who supposedly has knowledge that they are going to make various attacks, and that this morning or last night a bomb exploded in a McDonald's. But is that part of the psychological war against the people?

RA: Yes, taking into account that right now the person advising Micheletti on the theme of security is a citizen with a dark past, a violator of human rights responsible for disappearing people, this man's name Billy Joya and that is exactly what they would do in the 80's, they planted bombs, they blamed them on the popular movement and the Honduran left and that justified the persecution, the disappearance of people in the country. They are employing the same strategy now.

We have invited the police to verify whether in these protests there are groups of foreigners carrying out other missions. You are journalists, but they are saying that there are Nicaraguans, Salvadorans, armed groups of Venezuelans, that Chávez wants a massacre, a blood bath. What they are doing to the people is terrible, but it didn't believe that, that is a psychological politics of intimidation so that the people don't go out into the streets. The people go out into the street because the people don't want to continue with the coup d'etat and the police realized that it is completely peaceful and told us that actually they are glad there was no agression, no violation so that's what we're doing.

We denounce some Venezuelan and Cuban citizens of Miami that are here provoking, they are defending strategies of support for Micheletti; in the protests done by the whites (the coup makers) which is what we call them here, they organize the chants they advise the mobilizations, they definitely do that.

DE: If Zelaya is detained when he gets back to the country in the next days, what will be the response of the people, because up till now the resistance these 18 days has been completely peaceful. But do the people have the right according to the third article of the constitution to rebel?

RA: Article 3 of the Constitution of the Republic says that nobody owes obedience to a usurping government and that they have the right to insurrection. There's no doubt of that, we could cover ourselves under that principle and constitutional article, the insurrection could be peaceful or armed, we have been for the peaceful.

DE: Doesn't that depend on the resposne of the adversary?

RA: Now the social movement is for the peaceful form but we won't be responsible in the future if there are people that want to struggle in another way and that will not be our responsibility but that of Mr. Micheletti and the coup-makers of this country.

DE: If the circumstances don't allow for a peaceful struggle?

RA: It will turn into a violent struggle but nobody wants that. That's why we've made a call out to the army of the powerful group.

DE: The military and police are tired and you can see in the faces of the uniforms on the highway that they're wore out.

RA: And they said that they've been there hours and hours without relief. That definitely means that the army should really reflect.

DE: And it's just the beginning?

RA: Yes it's just the beginning

DE: And Mel hasn't even come back yet?

RA: No, and we're not even tired enough to think of retreating. This will continue. So solidarity is tremendously big all over the countries of the Americas and here the resistance continues, so all that is left is for Mr. Micheletti to announce today that he is willing to allow with the army and others for Mel to come back so we solve the instituional problem of the country.
